Subscription management lives in Control Center. Every plan is no-contract: you can move up or down a tier at any time and the change takes effect right away.

Seeing two charges in one month?

That's proration, not double-billing. When you change plans mid-cycle, Shopify issues a small charge covering the last few days at your old rate, then a separate charge for the new plan's full billing cycle. The smaller charge is just the stub period between the two.
